I have the honour to acknowledge the receipt of your telegram of the 27th. January and your Despatch No. 19 of the 31st. January relative to the death of Lance-Sergeant A. E. Finamanı of the ongkong Police.

2.

This officer Larried wit out permission, when

holding the rank of Police Constable; in which connection I way 4077 refer you to Mr. Lyttelton's Despatch No. 87 of the 3rd. Nay,1900. ́

His promotion was delayed owing to his failure to pass the necessary examinations and as he had not reached the substantive

rank of Sergeant he was not a contributor to the Widows and

Orphans' Pension Fund.

3.

I may add that I have under consideration the

advisability of requiring all Police Officers of the rank of Lance-

-Sergeant to contribute to that Fund.

4.

I regret that this Government cannot afford
